The Expert Council of German Foundations on Integration and Migration is based on an initiative of the Stiftung Mercator and the Volkswagen Foundation. The initiative includes seven member foundations. In addition to the Stiftung Mercator and the Volkswagen Foundation, the member foundations are: Bertelsmann Stiftung, Freudenberg Foundation, Robert Bosch Stiftung, Stifterverband and Vodafone Foundation Germany.

SVR Governance Structure
The Expert Council
The Council is independent and free to choose which issues it focuses on. In its evaluations and assessments, the Expert Council is only bound to uphold scientific criteria. The interdisciplinary Expert Council is made up of nine professors who have outstanding expertise in integration and migration in their fields. The members of the Expert Council are appointed by the Stiftung Mercator on the proposal of an independent selection committee. When the Expert Council was formed in 2008, the chair of the selection committee was the former President of the German Parliament (Bundestag), Prof. Dr. Rita Süssmuth.
The Berlin Office
The supporting foundations formed an administrative office which has the legal status of a non-profit GmbH. The administrative office began operations on 1 January 2009. It supports the Expert Council’s work through research, organisational activities and media and PR work.
In November 2011, the Expert Council’s Research Unit, the organisation’s second research pillar, began its work. The Research Unit conducts applied research projects and complements the work of the Expert Council. Basic funding for the Research Unit is provided by the Stiftung Mercator. Individual studies and research projects are funded by other foundations and external initiators.
The Foundation Consortium
The SVR GmbH is based on an initiative of the Stiftung Mercator. Stiftung Mercator and six other foundations form the consortium of supporting foundations and provide the basic funding for the GmbH in each of the three-year funding periods. SVR GmbH is recognised by the Berlin tax authorities as a non-profit organisation for the purpose of promoting science and research. The Expert Council’s independence is reflected in its structure: the Expert Council is not an entity of the GmbH.
The Board of Trustees
Each of the supporting foundations sends one representative to the Board of Trustees of the SVR GmbH. The Board of Trustees acts in an advisory capacity for the Stiftung Mercator, the Berlin Office and the Expert Council. The Board of Trustees elects a chair and deputy chair from among its members.
