Der Pakt wurde vom UN-Fl\u00fcchtlingskommissariat (UNHCR) erarbeitet und im Dezember 2018 durch die Generalversammlung der Vereinten Nationen, zu der auch Deutschland z\u00e4hlt, als Teil der UNHCR-Resolution angenommen.
