One core element for the fair distribution of refugees are EU-wide rights of free movement that refugees could be granted under certain conditions. This year\u2019s report also deals with possibilities and limits in the cooperation with transit countries and countries of initial reception, including the EU-Turkey Statement. In a second part, the SVR analyses the new regulations to integrate refugees in Germany, mainly in the areas of housing, education and the labour market as well the communication of values.
