Governance Structure

Expert Council

The interdisciplinary Expert Council comprises a total of nine Researchers, who are each required to have specialist knowledge of and experience in their own disciplines within the fields of integration and migration as well as international research standing. The Council Members are appointed for a three-year term by the Federal Ministry of the Interior, Building and Community with the agreement of the involved federal ministries and the Federal Government Commissioner for Migration, Refugees and Integration following consultations with the Chair of the Expert Council. Reappointment (generally only once) is possible. Appointments are based on a vote by an independent selection committee. The Expert Council on Integration and Migration elects a Chairperson and a Deputy Chairperson from among its Members for three years.

Berlin Office

The Expert Council on Integration and Migration was established as a non-profit limited liability company (SVR gGmbH). Headquartered in Berlin, its Managing Director is Dr Cornelia Schu. The Berlin Office supports the work of the Expert Council by doing preliminary scientific work, providing organisational back-up and performing press and public relations work. The Expert Council’s Research Unit, which includes a number of scientific staff, also forms part of the Berlin Office. The members of the scientific staff carry out own applied research projects to complement the work of the Expert Council.

Shareholder

As of 2021, SVR gGmbH’s shareholder is the Federal Republic of Germany, represented by the Federal Ministry of the Interior, Building and Community (BMI). The Federal Ministry provides the Expert Council’s funding through one of its budget items. A total of 2.2 million euros was made available for 2023. The organisation’s previous shareholder was Stiftung Mercator. SVR gGmbH is recognised by the Berlin Tax Office as a non-profit organisation whose purpose is to promote science and research. The Expert Council’s independence is reflected in its governance structure: its Council Members do not form an executive body within the limited liability company, i.e. the Council does not report to the shareholder.

The Board of Trustees

The Board of Trustees advises the Expert Council and acts in a supervisory capacity vis-à-vis its Management Board. A Finance Committee comprising members of the Board of Trustees conducts budget oversight.
