Prof. Dr Winfried Kluth

Faculty of Law, Economics and Business at the Martin Luther University Halle-Wittenberg

Winfried Kluth is Professor of Public Law at the Martin Luther University Halle-Wittenberg (MLU). His work and research focuses include migration law, public commercial law, municipal law, environmental law, parliamentary law and the theory of legislation. He is Head of the University Halle-Wittenberg’s Migration Law Research Group (FoMig) and Executive Director of the Interdisciplinary Research Institute for Cooperative and Collaborative Research (IWE GK).

Professional background:

  • Degree in law and history at the University of Bonn and the University of Münster, 1979–1984
  • Doctorate in law at the University of Münster, dissertation on “The Limits of Municipal Competition” (awarded University prize), 1987
  • Postdoctoral qualification (Habilitation) at the University of Cologne, dissertation on “Functional Self-Government. Constitutional Status – Constitutional Protection”, 1996
  • Professor of Public Law at the University of Halle-Wittenberg, since 1999
  • Judge at the Land Constitutional Court of Saxony-Anhalt, 2000–2014
  • Chair of the Institute for the Law of Chambers of Industry and Commerce (IFK e.V.), since 2002
  • Chair of the Institute for Market Organisation and Professional Law (IMBR e.V.) at the University of Halle-Wittenberg, since 2005
  • Head of the Migration Law Research Group (FoMig) at the University of Halle-Wittenberg, since 2017
  • Deputy Chair of the German Society for Legislation (DGG), since 2015
  • Member of the Advisory Board of the Active Citizenship Foundation, since 2016
  • Member of the Advisory Board of the Forum Law Foundation, since 2018
