Room for Development: Housing and Participation in an Immigration Society

For years, housing has been a central issue in social and political debates. For migrants, access to housing presents a particular challenge. At the same time, home is more than just the roof over one’s head. A person’s housing situation affects their integration and participation, including their access to education and the labour market and their interactions with others. A lack of affordable housing is now also hindering the recruitment and retention of skilled labour.

In its 2026 Annual Report the Expert Council on Integration and Migration (SVR) therefore asks: How do people live and how is this affected by their migration background? How does housing affect access to the labour market and education, and how does it influence social interactions? Finally, what does this tell us about potential policy options for migration, integration and housing?
